Saltwater aquarium. White tubes growing from sand?

So I recently had my filter go out on my 20 gallon saltwater aquarium that I've had running for about a year... I replaced it with a filter that was on a 50 gallon tank (much more currant). Within one day of putting in the new filter, there seems to be little white tubes growing from the substrate. They look like little sand tubes about an inch tall and about as big as a wooden pencil lead. They pretty much grew over night and today. Any suggestions on what they are?
Also, sometimes if you look at one long enough, you can see 1-2, stringy, clear parts come out and wave in the water
